History

~Sustainable Society Developed by Local Communities and University:
   as the local hub of environmental studies~
 

Shiga University, featuring its location on the shore of Lake Biwa and Seta River, has been among the first in 1952 focusing attention on pollution issues in Lake Biwa and starting researches on lakes, and has promoted joint researches of lakes and their catchment areas in those fields of natural, humanity/social, and life science. Our interdisciplinary education, research, and other activities contributing to the local communities in the environmental field for half a century have achieved such a remarkable success.
On Ishiyama Campus (Faculty of Education), establishment of Lake Research Office in 1952 was its starting point, and the office was recognized as Institute of Lake Science under a ministerial ordinance in 1976, and then Center for Environmental Education and Lake Science with the farm and the forest of academic research was established in 1995. Environmental Education Course was launched in Faculty of Education in 2000, and Special Course in Environmental Education was set up in Specialization Field of School Education, Graduate School of Education in 2001.
On Hikone Campus (Faculty of Economics), Hisao Onoe, then President during 1990 to 1992, as a representative initiated the economic valuation research project on Lake Biwa Conservation Program (Scientific Research Fund “ Social Standard of Program Assessment “ ) . Placement of full-time staff in the field of Environmental Economics in Department of Social Systems in 1994 has led to formation of “Shiga University Faculty of Economics, Environment Forum” and then full-fledged joint researches have started. In 1997 “Looking back on 25years of Lake Biwa Comprehensive Development Project “(organized by Joint Research Center, Shiga University) was held under the planning by the Forum.
In addition, in 1997 a cross-cutting, interdisciplinary, and independent organization of the staff, “ Shiga University Environment Forum “ was formed in order to promote education and researches for concrete resolution of challenges relating to environmental problems and to make a contribution to local communities by them on the basis of accumulated education and researches in the environmental fields of both Faculties.
In accordance with these historical developments, “ Research Center for Sustainability and Environment, Shiga University “ was shaped and established not only as the strategic base of joint environmental studies to respond to spontaneous requests of education and researches but also as an academic body to inherit accumulated experiences so far and to live up to social needs by promoting them drastically, and as a new framework to develop our university as a pertinent institution befitting the “century of the environment” under consideration of its location in Shiga Prefecture which is highly praised as “ environmentally-pioneering state “ with Lake Biwa.

1952

Lake Research Office was established (February) in Faculty of Teachers Education (Zeze Campus).

1955 It was renamed as Limnological Laboratory. (October) It was relocated to Faculty of Teachers Education due to transfer of the Faculty.
1968 Construction of the laboratory building on the shore of Seta River was completed. (March)
1976 It was recognized as the attached Institute of Lake Science, Faculty of Education under a ministerial ordinance. (May)
1985 The institute building was relocated from the shore of Seta River to the premise of the Faculty. (March)
1990 Information and Natural Sciences Course in Department of Information and Science, Faculty of Education was launched.

1994 A new post of the staff in the field of Environmental Economics was created.
Shiga University Faculty of Economics Environment Forum was formed.
1995 The attached Institute of Lake Science, Faculty of Education was recomposed as Center for Environmental Education and Lake Science (April), and it was integrated with Nature Education Research Farm (Forest) which had been structured as a campus-wide program.
1996 Attached facility of Nature Environmental Education, Center for Environmental Education and Lake Science was completed. (April)
“Lake Environmental Education Shiga Project - Let’s make an aquatic environment map together” was started.
1997 Shiga University Environment Forum was formed. (March)
The 1997 Shiga University International Symposium
“What can education and information systems do to solve environmental problems?” was organized (November 22nd - 24th).
“Looking back on 25 years of Lake Biwa Comprehensive Development Project” (organized by Shiga University Joint Research Center)
1998 “Consideration on Future of Lake Biwa” was published.
Open Seminar “Think of Environmental Problems”
“INTEGRATED ENVIRONMENTAL MANAGEMENT: Development, Information, and Education in the Asian - Pacific Region” was published.
1999 “Learn from Lake Biwa - People’s Lives and Environment” was published. (by University Education Press)
2000 Environmental Education Course in Faculty of Education was set up.
JICA Group Training Course “Environmental Education Focused on Fresh Water Environment” was launched. (September)
“International Symposium on Water Management: Research, Policy, Business and Community” (co-organized by Deakin University, Australia and Shiga University)
2001 Special Course in Environmental Education under Specialization Field of School Education in Graduate School of Education was set up.
2003 “Sustainable Society Developed by Local Communities and University” was organized (at Hikone Castle Museum on March 23rd).
“Learn the Environment at Shiga University” was published. (March)
Research Center for Sustainability and Environment, Shiga University was established. (April)
First Director of the center, Kotoko Yamasaki was inaugurated.
“2003 International Symposium on Environmental Management”
(co-organized by Chiangmai University, Thailand and Shiga University)
2004 Attached Center for Environmental Education and Lake Science, Faculty of Education was reorganized as Research Center for Sustainability and Environment (a unified center of the university). (April) Nature Environmental Education Facility was recomposed as the attached institute of Faculty of Education.
Japan-Korea Environment Symposium was organized (at Keimyung University).
2005 Environment Forum was dissolved. (March)
Japan-Korea Environment Symposium was held (at Shiga University on June 18th -19th).
2006 Launching Ceremony of High-speed Water Quality Research Vessel (Seiryu Ⅲ) was held (on March 18th ).
2007 Masahisa Nakamura was inaugurated as the second Director of the center.
Japan-Korea Environment Symposium was held (at Shiga University on October 12th ).
Disaster Mitigation Symposium was organized (on December 15th ).
2008 Lake Biwa/Seta River Observatory Completion Ceremony (on February 16th)
MEXT Special Education Research Expenses “Research on Improvement of Governance for Lake Basin Management which Enables Sustainable Use and Conservation of Resources” (2008 - 2010) was launched.
2010 Naoki Umezawa was inaugurated as the third Director of the center.
2012 Katsura Nakano was inaugurated as the fourth Director of the center.
“Research on Functions Played by Heartware (heart, aquatic culture, and memory) in Integrated Lake Basin Management” (JFY2012-2014) as Research and Education Funding, MEXT was launched.
2014 Five research divisions were reorganized into four of them. (In January)
“Lake and Watershed Research Division” was restructured to “Lake and Watershed Policy Research Division”.
“Environmental Economics Research Division” and “Environmental Policy Research Division” were restructured to “Environmental Economics and Policy Research Division”.
